that should actually read:

the reason the netbsd-proto.cf file doesn't build is that the cf.m4
file defines DOMAIN as a macro, so the comment gets used as code.

note that ihack.net.mc, minbar.mc, and zhadum.mc still don't build
because the domain files they use (NetBSD.ORG.m4 and ihack.net.m4)
aren't in the sendmail dist tree.
