>Description:
	While wscons(4) et.al. paints the overall position of the wscons
	subsystem within the kernel, it does not nearly contain enough
	information to actually write code to use its functionality.

	There should be a wscons(9) document describing the kernel API
	provided by this subsystem, containing at least:

		- the external functions provided to clients

		- a description of the data structures exposed and the
		  header files that expose them

		- which part of those data structures are mandatory,
		  which are optional, and which are private.

		- cross-reference on other subsystems that currently
		  depend on (part of) this implementation
		  (e.g. rasops, see also PR#9754).
