Characters sent to the "mouse" or "keyboard" port on a DECsystem 
configured with no framebuffer, mouse or keyboard never arrive at an
application that has the device open for read.

>How-To-Repeat:
Set the corresponding getty configuration line to "on" in /etc/ttys,
and do "kill -1 1".  A login prompt is written to the port, but no
input is accepted.

Kernel must be rebuilt without framebuffer support, presumably.
