Make packages does not use system CFLAGS variable, defined in
/usr/share/mk/sys.mk (usually -O2).  Sometimes it is convinient to
change this variable to something else, either by changing
/usr/share/mk/sys.mk or making a package with, for example
'make install CFLAGS=-O6'.
