"newfs_msdos" creates a faulty disk images.

>How-To-Repeat:
1.) Use "newfs_msdos /dev/rfd0a" or "newfs_msdos -L FOOBAR /dev/rfd0a" to
    create a filesystem on a 1.44MB 3.5" floppy.
2.) Boot Windows 98 and check the disk with "scandisk". It will complain
    about a broken directory structure and remove the disk label if you
    ask it to repair the disk.
