The directory:

	src/gnu/dist/readline

is empty and GDB needs this when building a cross debugger
using the GNU/configure method.  I should note that GDB has
its own readline to ensure that the bug fixes/mods it needs
are always available.

Try to build GDB using the GNU/configure method from the NetBSD
src/gnu/dist tree.
