	The default time zone is still installed as PST5PDT.  This is
	wrong for the vast majority of the world, and is generally one
	of the first things that people want to change.
	Unfortunately, there is no clear documentation on how to do
	that.  There should be.

>How-To-Repeat:
        Install 1.4 (or any other release).  Type `date'.  Try to
        figure out how to get the right time zone.

        Add:

	* a localtime(5) man page

	* a reference to the file, and a cross-reference to the man
          page in the date(1) man page

	* something in the install document about it

	* a sysinst configuration frob
