System: NetBSD 1.4D NetBSD 1.4D (RERUN) #164: Thu Jun 24 02:19:16 JST 1999 i386

There is a line including `gname=root' in /usr/src/etc/mtree/special,
but there are no lines started by `root' in /usr/src/etc/group.
This causes a mtree failure at a machine installed these files.

	mtree: unknown group root
mtree: failed at line 92 of the specification

Install these files and run mtree.
	Apply a following simple patch.
