	`ftp -a' fails to bypass .netrc, as advertised. e.g.:

	fredb-> ftp -a ftp
	Connected to ftp.enteract.com.
	220 sa-1.enteract.com FTP server (Version
	wu-2.4.2-academ[BETA-18-VR13](1) Sun Feb 14 22:47:12 CST 1999)
	ready.
	331 Password required for fb.
	230 User fb logged in.

	This makes it awkward and difficult to verify that files are
	posted with the correct permissions and path for anonymous
	users.
