/usr/src/sys/dev/isa/files.isa contains the following comment:

Unless I'm mistaken, though, the "flags" keyword was changed to "drq2".
Kind of unfortunate, because I'd like to have a "flags" keyword for the
native PAS driver...

It might be worth considering adding back the "flags" keyword, also, either
as an additional ioconf value (which would waste some space) or maybe as
an alias of "drq2" (so any drivers which do want just a flag don't need to
have a comment explaining their misuse of "drq2" in the config file...).
