        When I change /etc/resolv.conf, running processes do
not get the effect of the change.
        1. start a process that resolves hostnames.  I often encounter
        this problem using emacs and w3.
        2. change /etc/resolv.conf
        3. observe that the process started before the change is
        still acting as if it had the original /etc/resolv.conf
