It _seems_ that GNATS does not properly send on to netbsd-bugs PRs
that do not include a reply-to header.


>How-To-Repeat:
Send PRs and watch them not get through to netbsd-bugs .


>Fix:
Either fix GNATS to work when there is a from field but no reply-to field,
or make it clear in the send-pr(1) mail template that reply-to (and all
other headers/fields?) is required.
