System: NetBSD saturn100 1.3 NetBSD 1.3 (SATURN) #0: Mon Jan 5 16:08:15 JST 1998 sakamoto@saturn100:/usr/src/sys/arch/i386/compile/SATURN i386

Network doesn't work normally when NE2000 compatible ethernet board(ne0)
is used with My PentiumII machine(337MHz drive).
The round-trip time of ping from the outside is about 1000ms.

After an address is assigned with ifconfig,

	    # ifconfig ne0 down
	    # ifconfig ne0 up

	Then, it works normally.

Or, it works normally by the following patch.
