	When building a package A that requires another package B,
	package A will fail to build after package B is built and
	installed becauase root, by default, doesn't have /usr/pkg/bin
	in its path.

>How-To-Repeat:

	Obvious.

>Fix:

	Add /usr/pkg/bin to roots path.  The issue of changing the
	install prefix doesn't need to be dealt with.  In this case
	the user has attempted to control the situation and should
	handle changing the roots path also.
