That is pretty strange... I dunno then. NetBSD's nroff is a shell script
that calls groff, and it looks like it should be using -Tascii unless
those environment vars are set. 

Maybe try doing a sh -x /usr/bin/nroff -mandoc whatever and see what that
says...
