/usr/src/usr.bin/Makefile does not build fdformat on sparc systems.
Having built it manually on an IPX and used it to format several
disks it certainly looks like it would be useful for (some) sparcs...
Would be good to fix for 1.3

Add sparc to the check for fdformat in /usr/src/usr.bin/Makefile.
It is already built on i386, atari, and arm32. Other ports have
supported floppy drives - x68k, amiga, sun3x? Maybe it should be
built on at least all m68k ports as well?
