"make install" compresses the netpbm man pages when installing.  The pkg/PLIST
file contains the .gz entries.  However, "make package" and pkg_delete
do not handle this right.

It seems that work/.PLIST has the .gz removed from the man pages when
it is created...

# make
# make install
# make package  <-- error

# pkg_delete netpbm-94.3.1  <-- leaves .gz man pages behind
