reboot(8) references boot(8) but boot_${ARCH} do not get
	installed in man/cat8/${ARCH}/boot.0.
	man 8 boot fails
	man 8 boot_i386 works
1)	change Makefile to install files appropriately
2a)	change reference to boot_ARCH(8)
2b)	remove reference to boot(8)
