It appears that mail.rc is overwritten with make install in usr.bin/mail.
This is not exactly a friendly thing to do, since this file could be
customized...

cd /usr/src/usr.bin/mail ; make install

Remove the mail.rc file from that install process.  The problem is, if a
default one is needed, where is it installed from then?

Perhaps it should be in src/etc along with the other stuff in there.
