I'm not sure why you think that there's a necessity to give the "-c"
option before the shell.  Perhaps you are mislead by the "[shell
arguments]" clause in the manpage.   That one is not to be read as
"shell, arguments" but as "arguments to the shell".

Perhaps, the word "shell" should be deleted in that clause.
