	send-pr is installed in /usr/bin, but any package which uses
gnats for problem reporting might also call their bug submission send-pr.

	install kerbnet for example, or anything else which likes to
	replace /usr/bin commands by having its path listed first.
	rename send-pr to netbsd-bug
