The make build does a `make install' in src/lib without doing a
`make distrib-dirs' in src/etc first. Thus, if a NetBSD file hierarchy
is not in place already (typically occuring when DESTDIR is set for a
fresh compile) the `make install' will fail.
rm -rf /usr/newdest; mkdir /usr/newdest
DESTDIR=/usr/newdest; export DESTDIR
cd /usr/src/lib; make depend; make; make include
	(cd ${.CURDIR}/etc && ${MAKE} distrib-dirs)
near the beginning of the `build' target in src/Makefile.
