>Environment:
	Any
>Description:
strcoll(3)'s SEE ALSO section refers to setlocale(3), but that
	doesn't exist. (I don't _recall_ seeing a commit for a
setlocale manpage, but if one has gone in since July 3, just
	close this PR at will.)
>How-To-Repeat:
	% man strcoll
read the SEE ALSO section, and
	% man setlocale
and get a "no such page" complaint from man.
>Fix:
Either yank the reference, or (preferably) coax someone into
	writing a setlocale(3).
