Some days ago I reported that "vipw" will abort the attempt to re-edit the
passwd file because it was deleted meanwhile by util.lib/pw_mkdb(). But
the fix wasn't successful it just changes the problem. "vipw" now reports
the passwd file is busy if you try to re-edit it.

>How-To-Repeat:
1.) Type "vipw" from a shell.
2.) Add an invalid user entry.
3.) Answer "y" if "vipw" asks wether you want to re-edit the file.
