The reboot system call in libc/arch/i386/sys/reboot.S is:
SYSCALL(reboot)

Other architectures also do strange things. Reboot should be treated
like most other syscalls.

In lib/libc/sys/Makefile.inc
remove reboot.S from SRCS
add reboot.o to ASM
Remove lib/libc/arch/*/sys/reboot.S
