It wasn't, (and isn't to me), at all clear that we were restricting
the discussion to division by a constant.

For example, over the past few months, several people (including me)
have talked about making `hz' writable via a sysctl.

Though he didn't say so, it turns out  that wasn't at all what
Charles was talking about.
