	const.h=src/bin/csh/obj/const.h
	A bad const.h is created when make is run from /bin/sh.
	When run from /bin/csh the make creates a perfect const.h
	PS when run from bash it also fails.

	/bin/sh
	cd /usr/src/bin/csh
	make cleandir
	make depend
	make  (fails)
	/bin/csh
	make cl, dep, ... etc. (works)
