	the zone info file for australia/victoria is out of date, as the
	stupid victorian government didn't actually set a date to come
	out of day light savings until after the day light savings had
	started.  the new australasia file that has the correct rules
	is available from ftp://munnari.oz.au/pub/tzdata94h.tar.gz
