Actually, i disagree with this.  send-pr is to be used to send problem
reports.  it's not to be used to conduct discussion of problems, and
of problem reports.

That should be done via e-mail.  I was under the impression that there
was supposed to be a way to have gnats automatically register mail as
being relevant to a certain pr; i've never seen it actually happen,
though, and i forget how it was supposed to work.
