The fcntl() man page is from 4.2 BSD, and doesn't include any of the locking
flags, though they seem to work just fine.

Is there any concerted effort on getting the man pages up to date, or is
it just catch-as-catch can?  Is the fcntl() man page just one that slipped
through the cracks, or is this not uncommon?
