Even better, the latest code I can find on ftp.ee.lbl.gov has UCB
copyright notices, with smaller SCCS ids.

So which of the following am I supposed to believe?

1) Someone screwed up; the code wasn't actually checked into 4.4.

2) The SCCS ids are way out of date; lots of work has been done on the
code without updating them.  (i.e.  Someone screwed up.)

3) The code you say is missing was intentionally removed.

This looks like a real mess.  Someone who is familiar with the exact
protocols that were and are in use should sort it out.
