The make rules for formatting manpages were moved into sys.mk some
time ago.  I ran into a problem with that last night when attempting
to build ispell 3.1.  Ispell has dictionary files with the extensions
*.0, *.1, etc.  Make preceded to corrupt the dictionaries by building
*.0 by nroff'ing *.1.

Using the extensions *.[012345678] is common for manpages, but is not
universal.  The manpage formatting rules need to be move to one of the
bsd.foo.mk manpages (prolly bsd.man.mk), where we can guarantee that
those files are manpages.
