It shouldn't have these kind of paths built in at all. At the time it was put
in to reduce the number of "I get this libxxx.so not found" message when
starting X.

Perhaps even /usr/local/lib should be taken out and leave it to the host's
admin to insert the paths for his machine in /etc/rc. Remember that there
is a security issue involved as well; directories configured by ldconfig
are trusted by setuid/setgid programs.
