He doesn't talk about binary packages per se, but the lack of an 
i386pkg.iso file. Which really didn't exist up until a few weeks ago.
And which I made manually (as usual) as binary packages do not have any 
place in the NetBSD release engineering plan at all.

Which IMHO sucks.
