There needs to be something for volunteers to focus on, I think. If we
could find some way of making PR a consistent and constant pro-active
effort rather than a sporadic one which reacts to opportunities, we
would have a better chance of attracting a group of focussed volunteers.

I'm not sure how to set this up, but I feel this is what's needed.
