Markus Illenseer in Germany makes the Gateway! Volume 3, a two-cd-set
with 1.3.2 for all platforms and packages (also the precompiled ones).
They are "exportable", i.e. fully legal in all European countries.

I'd suggest making Markus' CD-ROMs official NetBSD cd-roms. Along with
some for the US market (with crypto-code).
