I'm not sure what is prohibited in france: install crypto software, or
use crypto it. If it's possible to use the standarts tools without crypto,
even when crypto is installed it migth be OK.
RedHat, debian and other don't have special distributions for france, for
instance ... I don't know which level of crypto they have.

Would it be possible to have 2 distribs sets on the CD (on with crypto and
one without), or an additional set which overrides the crypto-tainted
libs and tool with the crypto-free ones ?

This begins to be off-topic for this list ...
