Wish it didn't what?  The only part of the shutdown command that isn't
working is the part that actually shuts the power off.  If you use the
shutdown command with -r or -h, it should be in a fine state for
rebooting.  In fact, the "shutdown -r" does reboot the machine.

I haven't found the soft-power problems sufficiently important to go
spend time on, myself, but if someone would like to look into it and
fix it, I'd welcome a patch.
