It doesn't have the .bin extension, but it _is_ MacBinary.  I download
everything with Zterm and sz.  Zterm is smart enough to tell as ascii
file from a plain binary file from a MacBinary file.  Try downloading
with MacBinary mode set, or use a MacBinary translator on it.
