I don't think that there ought to be a topline menu in the kernel, 
for the reasons that cgd stated earlier -- the kernel is called the
kernel because it is meant to implement underlying functionality,
and not user-interface stuff. It would be a good idea to make the
topline menu/status bar a user program, something that the user could
customize and run when he/she logs in. I don't think it would be a
good idea to make it a kernel program.
