Assume that the version numbers are x.y.  The following would make
sense to me.

  At any release of NetBSD in which there have been changes to a
  library, increment the x number of the library.

  During the development cycle (ie changes only in current.  They
  are not a release, just part of the current development cycle)
  changes to a library increment y.  So it may be possible to 
  have a 0.283 :)
