As an aside for use with the current tools...

I find it much easier to do "copy GENERIC and delete lots of stuff"
rather than commenting out; the line deletions are much easier to
manage with a 3-way-merge tool (and decent VCS support for finding the
LCA, but that's separate again).

More on topic, the case you illustrate of:
 foo* at bar?
 bar* at baz?
 no baz*
seems like a bug.

I don't know of a way to generate the RSOP config you ask for, but it
sure sounds useful.
