  It seems to be in modem configuration about 1 in 3 times I connect
the device.

  However, I see a lot of these in dmesg:

ubsa0: ubsa_request: STALLED

and when I try to start ppp, the modem hangs up:

$ pppd call yesss nodetach
Serial connection established.
Using interface ppp0
Connect: ppp0 <--> /dev/ttyU0
Modem hangup
Connection terminated.

  I guess the two are related.  Any idea what is going wrong or how to
investigate further?
