I updated from CVS (July 16 1532 UTC), rebuilt and rebooted and now
racoon won't start.

racoon -F says:

Foreground mode.

There are no listen directives in racoon.conf and I've been running it
just fine with current from mid-April.  I do have nat traversal on, but
commenting that out didn't help.

There are two interfaces, wm0 and ath0 (plus lo0).  wm0 is down, and
ath0 has a v4 address and works fine.
