The elc-stamp target (or another involved with it)
gnu/dist/usr.bin/gettext/gettext-tools/misc/Makefile.in has a race
condition in it.  I've worked around it by putting .NOTPARALLEL at the
bottom of the Makefile, but have yet to figure out exactly what's
going wrong.

Given that our gettext version is rather old, I'm not sure it's worth
the time to fix it properly, as it's not much of a win.  Of course, I
won't stop anyone from repairing it. ;)
