I was running microbenchmarks at the time, comparing operating systems 
on the same hardware. DIAGNOSTIC had a 10% impact for a few tests, which 
was really too much.

On today's hardware, it's probably not that bad anymore, but I still 
don't think it should be enabled in releases.
