The sysctl worked for me on a i386 laptop without acpi:
# /usr/bin/time sleep 10
10.00 real 0.00 user 0.00 sys
# sysctl -w machdep.est.frequency.target=600
machdep.est.frequency.target: 1200 -> 600
# /usr/bin/time sleep 10
5.00 real 0.00 user 0.00 sys
# sysctl -w kern.timecounter.hardware=i8254
kern.timecounter.hardware: TSC -> i8254
# /usr/bin/time sleep 10
10.00 real 0.00 user 0.00 sys
