First, IIRC skipping major versions when upgrading (as in 1.6 -> 3.0) is        
a bad thing to do.                                                              
                                                                                
That said:                                                                      
(i) the information for the things you need to do when upgrading can be         
    found in /usr/src/UPDATING (when going the source way), or in               
    INSTALL.txt if doing binary upgrades.                                       
(ii) have a look at the 'Changes Between the NetBSD 1.6 and 2.0                 
     Releases' section of any of the NetBSD-2.x INSTALL.txt files (e.g.         
     ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-2.1/i386/INSTALL.txt)               
                                                                                
Furthermore, since you do have the etc.tgz set, you also do have all            
needed information for the extra uids/gids too.
