they're fixed in the provided master.passwd, but in case of upgrade,
the user may already have added a user or a group with this uid/gid.

I'm not sure tar hardcode uid/gid, I think it uses user/group names instead
(but this is from memory and I didn't test, I may be wrong here).

I don't think it's the case for softwares in the base system.
