You can check them out with CVS like this:

env CVS_RSH=ssh \
cvs -d anoncvs@anoncvs.netbsd.org:/cvsroot checkout -P -rnetbsd-2-1-RC3 src
env CVS_RSH=ssh \
cvs -d anoncvs@anoncvs.netbsd.org:/cvsroot checkout -P -rnetbsd-2-1-RC3 xsrc
